Clyde Woodward, Jr., President

Mr. Woodward is an engineer with over 36 years experience conducting engineering and environmental projects. Prior to founding EMS he had over 17 years experience as a corporate environmental manager with significant responsibility for site decommissioning and environmental remediation activities. These sites included RCRA, CERCLA and non-regulated sites located in the southeastern U.S. Closure and decommissioning activities have included entire wood treating and other types of manufacturing plant operations. Mr. Woodward has directed projects using a wide range of environmental technologies; such as conventional slurry walls, slurry walls with HDPE liners, solidification/stabilization, double synthetic lined hazardous waste storage vaults, RCRA style covers, soil bioremediation, fixed-film water treatment, rock-reed water treatment, and groundwater pump and treat.

C. Winston Russell, RPG, Vice President

Mr. Russell is a geologist with over 25 years of environmental experience. He has conducted more than 50 hydrogeological assessment investigations at RCRA, CERCLA and non-regulated sites in the southeastern U.S. He has extensive knowledge of the RCRA and NPDES permitting process and has prepared more than 20 hazardous waste and NPDES permit applications for sites in EPA Region IV and VI. He has directed or assisted in more than 100 environmental assessment and remediation projects such as groundwater contaminant characterizations, groundwater remediation designs, slurry wall installations, construction of RCRA style caps, groundwater monitoring well system designs, groundwater modeling, Interim Measure Work Plan Development, RFI workplan development and implementation, and Phase I Environmental Site Assessments of commercial and industrial properties. He conducts compliance reporting for approximately 8 RCRA and unregulated sites in Mississippi and the southeastern U.S. Reports are generated quarterly, semi-annually and annually to state and federal agencies which document and evaluate groundwater corrective action activities.

Chris Johnson, P.E., P.S. 

Mr. Johnson is a registered professional engineer and has over 10 years experience in the engineering and environmental consulting fields. He currently serves as the Engineering Manager and Project Coordinator and leads design, permitting and construction activities for projects ranging from Solid Waste Landfills to residential subdivisions. These projects include engineering design, permitting, preparation of bid specifications, contract management, and quality assurance oversight. He has been involved in implementing projects designed for the investigation and remediation of contaminated soil and groundwater and also in the development of reports required for submission to state authorities regarding clean‑up efforts at several regulated sites in Mississippi, Alabama, and Louisiana. Mr. Johnson has also led several major subsurface investigative efforts at commercial, brownfields, and industrial sites including conducting subsurface intrusive and nonintrusive geophysical investigations to locate contamination, buried objects, and geophysical anomalies. Mr. Johnson has directed or assisted in more than 100 environmental assessment and remediation projects such as groundwater contaminant characterizations, groundwater remediation designs, site characterization work plan development and implementation, and Phase I and II environmental site assessments of commercial and residential properties.

Leon H. Carter, Jr., P.E.

Mr. Carter is a registered professional engineer with over 40 years experience managing engineering and environmental projects with utility and industrial companies, and in private practice. As a plant engineer for twelve years, he was responsible for environmental regulatory compliance for a large manufacturing facility. He also has over sixteen years experience as an environmental consultant providing environmental engineering services to clients in the southeastern U.S. including: NPDES permit applications; soil and groundwater contamination assessments; corrective action plans; soil remediation projects; the design, installation, and operation of groundwater remediation systems including pump-and-treat systems and dual-phase extraction systems; the design and construction oversight of a garbage transfer station; the closure of sanitary landfills; the permitting of rubbish sites; and, Phase I and Phase II Environmental Site Assessments for property transactions.

Gene P. Smith, Jr., CHMM, REM, CPEA

Mr. Smith is the Director of EHS Compliance and Management. He is a graduate of Clemson University with a BS in Biology. He has more than 20 years of experience in the field of environmental compliance auditing, site risk assessment, and environmental, health and safety management systems development and implementation. He has designed, managed, and participated in environmental audit programs and environmental management systems for many Fortune 500 companies, both in the United States and internationally. He currently serves on the Board of Environmental Audit Certification (BEAC) Certification Committee, and was the principal author of the BEAC Certified Professional Environmental Auditor (CPEA) certification examination. Mr. Smith has conducted more than 240 site assessments (Phase I-II) at a wide variety of industrial and commercial facilities, and has designed, implemented and managed more than 40 remediation projects incorporating a variety of remediation design technologies, including groundwater treatment, vapor recovery, bioremediation, leachate interception and recovery, oilfield pit closure, and removal/disposal of both hazardous and non-hazardous waste. He has a working knowledge of a wide variety of environmental, health and safety statutes and regulations, including RCRA, CWA, OPA, CAA, TSCA, EPCRA, CERCLA, FIFRA, and OSHA. He has conducted more than 350 environmental, health, and safety compliance and management system audits at a wide variety of industrial and commercial facilities. Mr. Smith also has significant experience in developing and implementing environmental, health, and safety management systems to ISO 14001 and other standards. In that capacity, he has developed significant experience in evaluating and auditing quality-oriented management systems.

Hank Roberts, Corporate Safety Manager

Mr. Roberts is the Senior Safety Manager with Environmental Management Services and serves as a Lead Health & Safety Auditor. He is a graduate of LSU and NOBTS, with degrees in Psychology and Counseling. He has a strong background in Law Enforcement, Emergency Services and the Military, and extensive experience in investigations, training development and delivery, and program development. He has more than 25 years experience in safety program design, development and implementation and has applied that experience in construction, offshore and general industry settings. He has been a frequent speaker at training functions for the La. Dept. of Labor and the Safety Council of the Louisiana Capitol Area.

Charles Cospelich, RPG

Mr. Cospelich has over 20 years of experience in environmental site assessment, subsurface investigation, environmental modeling, and remedial design/construction projects. As a senior hydrogeologist, he has managed over 150 assessment, investigation, compliance and construction projects for clients in the southeastern U.S. He has developed and implemented remediation plans to address soil and groundwater contamination utilizing a variety of innovative technologies including natural attenuation, soil vapor extraction, in-situ and ex-situ biodegradation, vacuum enhanced pumping, air sparging, and groundwater recovery at facilities in Alabama, Arkansas, Illinois, Louisiana and Mississippi. Mr. Cospelich has strong computer skills including word processing, spreadsheet, database, programming, networking, Internet, CADD and environmental modeling applications. One of his specialties is in the development and use of groundwater flow and contaminant transport models for evaluation of corrective measures, risk evaluation, and natural attenuation. He has developed over 35 groundwater flow and contaminant transport models.

Kenneth D. Ruckstuhl, RPG

Mr. Ruckstuhl is a senior project manager with Environmental Management Services, Inc. having extensive experience providing environmental consulting services to industrial and governmental clients. He has managed numerous geologic investigations and compliance, permitting, solid waste, Brownfields, and remediation projects.  He has worked in environmental consulting since 1983, helping clients handle multimedia permitting, water supply, compliance, environmental enforcement negotiations, siting and industrial planning. His experience includes managing multi-media permitting projects such as the Red Hills Power Project. He has recent and ongoing experience providing services to the City of Jackson, Mississippi, MDOT, MDEQ, and several economic development authorities.
