On December 6, 2022, the U.S. Environmental Protection Agency (EPA) published proposed (draft) supplemental rulemaking regarding methane and VOC emissions from the oil and natural gas industry. The proposal includes:

• 40 CFR 60 Subpart OOOOb—Standards of Performance for Crude Oil and Natural Gas Facilities for which Construction, Modification or Reconstruction Commenced After November 15, 2021.
• 40 CFR 60 Subpart OOOOc—Emissions Guidelines for Greenhouse Gas Emissions from Existing Crude Oil and Natural Gas Facilities.

As of June 2023, Environmental Management Services, Inc. (EMS) has committed to help its clients comply with the proposed rule requirements for quantification of methane emissions by equipping our field team with a SEMTECH Hi-Flow 2 Sampler. The Hi-Flow 2 is capable of reliably quantifying methane emissions within all OOOOb tolerances at a complete range of flows and concentrations.
