Mr. Woodward is a Mechanical Engineer graduating from LSU and the President of Environmental Management Services, Inc. He has over 40 years of experience managing environmental and engineering projects as well as the associated liability, contractual, and financial affairs throughout the United States and Mexico.
Mr. Woodward has managed, directed, and participated in several hundred environmental assessments/investigations and subsequent design and implementation of remedial measures. These assessments have spanned nearly all of the current regulatory jurisdictions including RCRA, CERCLA, UST, Air, Solid Waste, Wetlands, Threatened and Endangered Species, OSHA, and so forth. Mr. Woodward’s environmental experience pre-dates most of the U.S. environmental law and regulation and he has had the benefit of experiencing the development of environmental regulation within this country. He has managed projects within numerous state and federal environmental jurisdictions.
Mr. Woodward’s vast experience and longevity working on and managing environmental projects has involved the selection and successful application of many conventional and non-conventional methods for the remediation of soil and groundwater in very difficult settings and conditions. Selecting, designing, and applying the various remedial methods that are most feasible for each individual situation is something Mr. Woodward takes great pride in, and he has successfully implemented various technologies and techniques some of which he developed.
Mr. Allen has over 15 years of experience as a professional environmental consultant. He has a diverse knowledge of the environmental field that includes management of multidisciplinary projects ranging from natural resources conservation/permitting to regulatory driven environmental remediation of impacted industrial sites. He has served as project manager on various projects including RCRA compliance, litigation support, NEPA environmental reviews, Phase I and II Environmental Site Assessments, wetland delineations, threatened and endangered species surveys, subsurface investigations, environmental remediation, Environmental Health and Safety Audits, and municipal landfill permits. Mr. Allen has also assisted in the development of Environmental Assessments and Environmental Impact Statements. He has been involved in implementing projects designed for remediation of contaminated soil, sediment, surface water and groundwater and also in the development of reports required for submission to State and Federal authorities regarding clean-up efforts at regulated site in the southeast.
Mr. Allen manages compliance reporting for several RCRA and unregulated sites in the southeastern U.S. Reports are generated quarterly, semi-annually and annually to state and federal agencies which document and evaluate groundwater corrective action activities. He also ensures permit compliance by managing day-to-day operations of these sites.
Mr. Allen served as a field leader for several large linear permitting projects. He managed both environmental and cultural resources teams pertaining to daily field assignments, daily progress, and safety. Field responsibilities included wetland delineations, threatened and endangered species surveys, and environmental field surveys. Mr. Allen also assisted with the development of resource reports, FERC filing, and regulatory agency permitting.

Mr. Russell has over 10 years of surveying experience in South Mississippi. He has assisted and led hundreds of boundary and hydrographic surveys with experience ranging from fieldwork to extensive records research. Mr. Russell utilizes his in-depth legal knowledge and understanding to provide a high-quality product for his clients. Mr. Russell is also an ASFPM Certified Floodplain Manager (CFM) who regularly works with both private and public sectors by providing Elevation Certificates. These Elevation Certificates are usually performed for flood insurance rating and/or to verify compliance with the community’s floodplain management ordinance and National Flood Insurance Program requirements. Mr. Russell has also assisted his clients by successfully completing Letter of Map Change request of FEMA Flood Insurance Rate Maps. He will serve as the Surveying Quality Control Manager and will work closely with the Project Manager in coordinating/reviewing all surveying aspects to ensure all surveying is conducted with a high degree of accuracy and precision.
Mr. Coney has over 30 years of experience in environmental consulting. He has extensive experience as a geologist and environmental consultant providing services for industrial, commercial, and government clients. This experience includes field activities, data analysis, project management, and senior review of remedial investigation, including work on CERCLA sites, RCRA sites, U.S. military bases, UST sites, Brownfields sites, and various commercial, agricultural, and residential properties. He has served as Senior Geologist and Project Manager for assessment and remediation of numerous Underground Storage Tank (UST) facilities, industrial plants, retail stores, and publicly owned properties. Assessment technologies included conventional drilling, direct-push, sonic drilling, and direct-read vertical profiling (LIF, MIP, etc.). Remedial technologies used have included excavation, dual-phase vacuum extraction, soil vapor extraction, surfactant flushing, ozone sparge, air sparge, and injection of chemical oxidants. UST experience also includes working with state UST Trust Funds, the federal UST Trust Fund, and private insurance companies.
Ms. Marcella has extensive knowledge of Louisiana’s Risk Evaluation Corrective Action Program (RECAP) and EPA risk assessment including soil, ground water, surface water, sediment, and soil vaper. She has developed relational databases and manages investigation and monitoring data for several facilities. Ms. Marcella has constructed groundwater flow and constituent transport models using MODFLOW, MT3D, and FEMWATER and utilizes three-dimensional modeling software to model subsurface conditions. She has project experience with RCRA, CERCLA, NPDES, and PHMSA regulations.
Mr. Ruckstuhl is an environmental compliance and permitting manager with extensive experience providing environmental consulting services to industrial and municipal clients. He has managed numerous compliance, permitting, and remediation projects. He has over 35 years of experience in helping clients handle multimedia permitting, water supply, and helping clients with environmental enforcement negotiations. He has project experience with RCRA, CERCLA, NPDES, CAA, NORM regulations, NEPA and OPA requirements. Mr. Ruckstuhl is a CHWMEG auditor and has served as an environmental ombudsman for two clients on multi-year assignments.
Mr. Johnson is a registered professional engineer in Mississippi, Alabama, Arkansas, and Louisiana and a Mississippi land surveyor and has over 20 years of experience in the engineering, surveying, and environmental consulting fields. Mr. Johnson serves as the Project Engineer for EMS’ Response Action Contractor (RAC) Programs in Mississippi and Louisiana. Mr. Johnson also has experience with Louisiana’s Risk Evaluation Corrective Action Program RECAP and Mississippi’s Brownfield’s programs. Mr. Johnson has served as the lead engineer in the design, permitting and construction on various types of civil and environmental projects.
Mr. Johnson has taken part in numerous environmental site assessments for commercial real estate transactions including Phase I ESA’s and Phase II ESA’s for a wide range of facility types from commercial to large-scale industrial. He has been involved in implementing projects designed for remediation of contaminated soil and groundwater and also in several major subsurface investigative efforts at commercial and industrial sites. He has also managed projects involving aquatic biota sample collection, including evaluation and reporting of data as it relates to MS coastal population demographics. He has served as project manager on various land development and Brownfield Redevelopment projects, conducted data collection efforts ranging from interstate pipeline integrity information to shallow offshore sediment collection and mapping, and designed and implemented remedial solutions for various contaminated sites and media.
